Mongolian Tourism Development

Mongolia's tourism industry was developed independently from 1954 under government guidance. Because the development was government-led, there was no private-sector entry into tourism at all, and tourist routes are said to have been limited to fixed courses.

Because revenue from tourism was allocated to the national budget, it is thought to have had no direct economic impact on local residents. Owing to the political character of socialism, contact between tourists and local residents was limited, and the socio-cultural impact is presumed to have been small.
Since 1990, Mongolia's tourism industry has turned to private-led tourism development with private capital.Tourism became one of Mongolia's growth industries; in May 2000 the "Mongolian Tourism Law" came into force and the Ministry of Road Transport and Tourism was established. The number of tourists has increased dramatically, to about five times as many, 570,000 at present. Revenue from the tourism industry was about US$653 million in 2019, and tourism revenue accounts for about 10 percent of domestic GDP, making it an important sector supporting the economy after mining (25% of Mongolia's GDP) and livestock herding (12% of Mongolia's GDP).

New Ulaanbaatar International Airport

Mitsubishi Corporation, Narita International Airport, Japan Airport Terminal and JALUX, four companies in all, have built the Ulaanbaatar international airport in Mongolia, planned to enter service on July 1, 2020.

Japan Airport Management LLC, funded by the four companies, holds 51%, and Khushigiin Khundii Airport, State Owned LLC, funded by the Mongolian government, holds 49%; together they established New Ulaanbaatar International Airport LLC. A 15-year concession agreement was concluded with the Mongolian National Development Agency.

The Ulaanbaatar International Airport currently in operation, because of the geographic constraint of being surrounded by mountains on the south and east sides, can take off and land from only one side of the runway, and operations are restricted by weather conditions such as wind direction. With rising demand, a new airport was built, with a yen loan from Japan, about 50 km south of central Ulaanbaatar. It is scheduled to open on October 1, 2020.

Japan Airlines (JAL/JL, 9201) plans to begin a codeshare (joint operation) with MIAT Mongolian Airlines (MGL/OM) this year.
